- InventoryPlayer.canHarvest => isUsingEffectiveTool (+ mapped corresponding EntityPlayer method)
- Item.canHarvestBlock => isEffectiveOn
- calcBlockBreakingDelta (Block / IBlockInfoProxy)
Leaving the Material.harvestable field / methods alone due to lack of better name ("doesntRequireEffectiveTool"?)
